怠 is a JLPT N1 kanji meaning neglect, laziness, written with 9 strokes. It is read タイ (on) and おこたる, なまける (kun). It is one of the jōyō kanji taught in secondary school. You will see it in 怠慢 (たいまん, negligence) and 怠る (おこたる, to neglect).
