The N2 kanji
388 kanji for the Japanese of the news, the office and the novel: economics, law, science, feelings in detail and abstract nouns. Compounds do most of the work now, so learn each kanji through two or three of its words rather than on its own.

There is no official list: the JLPT stopped publishing one in 2010. This one follows Jonathan Waller's lists, the ones most study sites use; the jōyō kanji they leave out are placed by the easiest word that uses them. Close enough to be useful, not a promise.
