凍 is a JLPT N2 kanji meaning frozen, congeal, refrigerate, written with 10 strokes. It is read トウ (on) and こおる, こごえる, こごる (kun). It is one of the jōyō kanji taught in secondary school. You will see it in 冷凍 (れいとう, freezing) and 凍える (こごえる, to freeze).
