怪 is a JLPT N1 kanji meaning suspicious, mystery, apparition, written with 8 strokes. It is read カイ, ケ (on) and あやしい, あやしむ (kun). It is one of the jōyō kanji taught in secondary school. You will see it in 怪獣 (かいじゅう, monster) and 怪我 (けが, injury).
