策 is a JLPT N1 kanji meaning scheme, plan, policy, written with 12 strokes. It is read サク (on), and has no common kun reading. Children in Japan learn it in grade 6. You will see it in 政策 (せいさく, political measures) and 対策 (たいさく, measure).
